Signing Ceremony Marking the Launch of the First Edition of The Hague Academy’s Latin-American and Caribbean Course on International Law in Cartagena de Indias

During the Official Ceremony held on 30 July 2025, high representatives of The Hague Academy of International Law and of the Colombian Embassy in the Netherlands gathered in the prestigious Historical Reading Room of the Peace Palace to launch the first edition of the Academy’s International Law Courses for Latin America and the Caribbean, to be held in Cartagena.

In his introductory speech, the Secretary-General, Professor Jean-Marc Thouvenin, recalled that since July 1923 when the first Summer Courses on International Law were held at the Peace Palace, the Academy has gradually developed new programmes, including the Winter Courses that started in January 2019. He warmly welcomed the launch of a new regular programme of courses outside the Peace Palace, the Latin American and Caribbean Courses to be mostly held in Spanish. These open a new chapter in the history of the Academy, eagerly awaited by the Spanish-speaking world. The Secretary-General wished every success to the first edition of the Latin American and Caribbean Courses, which will be held from 10 to 20 March 2026 in Cartagena de Indias, and paid tribute to Colombia for hosting this programme on its soil under the best possible conditions, to H.E. Ms. Olarte Bácares for her leadership, and to Spain for its support for the project.

Professor Diego P. Fernández Arroyo, President of the Curatorium, pointed out that, despite a complex history at times, Latin America is linked by its culture and by its predominantly common language, Spanish, which occupies an essential place in international law. The Academy’s consideration of this language was therefore eagerly awaited and necessary. By launching this programme in the Spanish-speaking world, the Academy is also helping to promote its values by enabling more people to take its courses. The President of the Curatorium was delighted that a number of Spanish-speaking ambassadors and young lawyers were present at the ceremony, showing their support and great interest in this initiative, and paid a special tribute to the Ambassador of Colombia, without whom this project would never have been possible.

Ambassador Olarte Bácares expressed her satisfaction at the progress made in integrating Spanish as an important language in international law, recalling its recent adoption as one of the official languages of the HCCH. Other initiatives have been taken by the GRULAC countries, whose history bears witness to their contribution to international law, as illustrated by the fact that a citizen of El Salvador, José Gustavo Guerrero, was the first President of the ICJ. These countries intend to follow in the footsteps of the pioneers with whom they share the heritage of a common language. Colombia is aware of this responsibility and has taken it to heart to help launch a regular programme of Academy Courses in Colombia, and more widely in South America. Ambassador Olarte Bácares concluded by praising the efforts of Spain and the Colombian government for their involvement in financing and implementing the project.

Durante la Ceremonia Oficial celebrada el 30 de julio de 2025, altos representantes de la Academia de Derecho Internacional de La Haya y de la Embajada de Colombia en los Países Bajos se reunieron en la prestigiosa Sala de Lectura Histórica del Palacio de la Paz para lanzar la primera edición de los Cursos de Derecho Internacional de la Academia para América Latina y el Caribe, que tendrán lugar en Cartagena.

En su discurso introductorio, el Secretario-General, el Profesor Jean-Marc Thouvenin, recordó que desde julio de 1923, cuando se celebraron los primeros cursos de verano de derecho internacional en el Palacio de la Paz, la Academia ha desarrollado gradualmente nuevos programas, incluyendo los cursos de invierno que comenzarán en enero de 2019. Celebró el lanzamiento de una nueva sesión regular de cursos fuera del Palacio de la Paz, cursos localizados de América Latina y el Caribe, imparditos en español, abriendo un nuevo capítulo en la historia de la Academia, muy esperado por el mundo hispanohablante. El Secretario-General le deseó mucho éxito a la primera edición de los cursos latinoamericanos y caribeños, que se celebrará del 10 al 20 de marzo de 2026 en Cartagena de Indias, y rindió homenaje a Colombia por acoger este programa en su tierra en las mejores condiciones posibles, a S.E. Olarte Bácares por su liderazgo, y a España por su apoyo al proyecto.

El Profesor Diego P. Fernández Arroyo, Presidente del Curatorium, señaló que, a pesar de una historia a veces compleja, América Latina está unida por su cultura y por su lengua predominantemente común, el español, que ocupa un lugar esencial en el Derecho internacional. La consideración de este idioma, por parte de la Academia era, pues, esperada y necesaria. Al lanzar este programa en el mundo hispanohablante, la Academia contribuye también a promover sus valores al permitir que más personas sigan sus cursos. El Presidente del Curatorium agradeció de la presencia en el acto de numerosos embajadores y jóvenes juristas hispanohablantes, que manifestaron su apoyo y gran interés por esta iniciativa, y rindió un homenaje especial al Embajador de Colombia, sin el cual este proyecto nunca habría sido posible.

La Embajadora Olarte Bácares expresó su satisfacción por los progresos realizados en la integración del español como lengua importante en el derecho internacional, recordando su reciente adopción como una de las lenguas oficiales de la Conferencia de La Haya. Otras iniciativas han sido tomadas por los países del GRULAC, cuya historia atestigua su contribución al derecho internacional, como ilustra el hecho de que un ciudadano de El Salvador, José Gustavo Guerrero, fuera el primer Presidente de la CIJ. Estos países pretenden seguir los pasos de los pioneros con los que comparten la herencia de una lengua común. Colombia es consciente de esta responsabilidad y la ha tomado con orgullo, contribuyendo al lanzamiento de un programa regular de cursos de la Academia en Colombia, y más ampliamente en América del Sur. El Embajador Olarte Bácares concluyó elogiando los esfuerzos de España y del Gobierno colombiano por su contribución financiera e iniciativa.
